Concept of Single Window Service
of Punjab
The government of Punjab launched the Single Window
Clearance System for industrial projects in the state
in May, 1998 for which “Udyog Sahayak”,
a department under the Industries Department, has been
mandated to provide a single interface to investors
throughout the investing process. Apart from facilitating
clearances for investors, Udyog Sahayak provides escort
services, guidance and information to investors about
policies and programmes of Punjab.
Officers
from the Punjab State Electricity board, Pollution Control
Board, Punjab Infotech, Industrial Development Corporation,
Financial Corporation, Small Industries and Export Corporation,
Labour Department, Agro Industries Corporation and Directorate
of Industries have been positioned at Udyog Sahayak
to procure the requisite clearances from these departments
and to provide guidance to entrepreneurs to facilitate
timely implementation of their projects.
A composite application form has been devised for environmental
clearance from the Pollution Control Board, Site Approval
by Factories Department, release of power connection
by the Electricity Board. The system has been designed
to make the application and approval process as fast
and efficient as possible. The entrepreneur simply has
to fill in the composite form and submit it to Udyog
Sahayak. We then send the form to the concerned department
boards to obtain approvals within the notified time
schedule.
All cases are monitored on a fortnightly basis by an
Executive Committee and are further monitored on a regular
basis by an empowered Committee headed by the Chief
Secretary.

STP
scheme is a 100% software exports scheme of Government
of India. STP centre with a dedicated satellite earth
station was set up in Mohali during 1998 to provide
regulatory services and data communication facilities
to the software export units located in this region.

| The
Single Window Clearance Service has been made more effective
by constituting an Empowered Committee under the chairmanship
of the Chief Minister Punjab, which is fully competent
to accord final clearances required by various entrepreneurs,
in case the concerned department/agency does not accord
the same within a specifically laid down time frame.

The entrepreneurs has to submit his
Composite Application Form for clearances in Udyog Sahayak.The
state government has set time-limits for clearing various
sanctions. One of the jobs of the Udyog Sahayak is to
see that papers are pushed and time limits met.
