Punjab Information & Communication Technology Corporation Limited (Punjab Infotech) earlier known as Punjab State Electronics Development and Production Corporation Limited (ECP) was incorporated in 1976, as a State undertaking of Punjab, for the promotion and growth of Electronics Industry in the State of Punjab. Since then the Corporation has been acting as the prime mover in the State for promotion of Electronics industry and thus playing the role of an " Institutional Entrepreneur".

The Corporation has set up Electronics Township (ELTOP) at S.A.S Nagar (Mohali), on the outskirts of the state capital Chandigarh. Chandigarh, situated at the foothills of Shivalik Mountains, a city designed by French architect, Le Corbusieur, provides many architectural splendors, sight seeing locations, recreational and sporting activities. It has many prestigious medical and educational institutions and provides splendid hotel facilities. About 250 Kms from the national capital New Delhi, it is easily accessible by rail, road and air. 



Activities
The Corporation, set up with the objective of promotion and development of Electronics, IT & ITES Industry in Punjab has undertaken the following important activities:
Development of Industrial Focal Point at Mohali for Electronics Industry
The Electronics Township (ELTOP) spanning a massive 365 acres industrial complex, with 500 additional acres of land under development for setting up an IT Park, is the electronic nerve centre of north India and has become the largest conglomerate of telecommunications industry in the country.

The Corporation has developed Mohali as a hub of Electronics and Information Technology Industry. Various prestigious National & International companies like Quarkcity, Dell, Tata Group, Reliance, INFOSYS, Semi-Conductor Complex Ltd., Godrej GE and PUNCOM have their presence in Mohali.
Industry Specific Infrastructure Development and Attracting Investments
With a role of facilitating investment through infrastructure creation, Punjab Infotech in collaboration with the Department of Information Technology, Government of India and National / International level Business houses is working on following projects:
a) Quarkcity, India, Mohali
Quark Media House, a subsidiary of Quark Inc. USA, which is already operating in Mohali with more than 600 professionals. Quark is now developing a 40 lac Sq. Ft. State-of-the-Art Integrated Special Economic Zone Park at a cost of 447 Crores in the first Phase. This infrastructure would attract fresh investments by the Knowledge Industry creating employment potential for more than 7000. Construction work has already been started in an area of 46 acres in Mohali. QUARK will develop about 5,000 acres of Industrial Park and Township in Phase- II.
b) Data Connectivity and STPI Centres
The Corporation has facilitated laying of OFC in the state through telecom operators and a reliable telecom infrastructure has been established to cover almost all of the districts of the state to provide data connectivity.
Mohali
Fifteen mbps bandwidth has been added to the existing capacity of 40 mbps at STPI, Mohali which is operational since October, 1998 to provide regulatory services and Datacom facilities to the software export units located in this region. In addition, another 8 mbps bandwidth is available for software exporters through VSNL- PUNCOM project.
Centre for Development of Advance Computing (C-DAC)
C-DAC earlier CEDTI has been set up to train human resources in the specialised areas of electronic product design and technology, maintenance engineering, computer applications in Industry, production techniques and entrepreneurship development. Electronics Research & Development Centre (ER&DC) a Division of CEDTI is carrying out region specific Industry and rural oriented R&D activities.

Electronics Test & Development Centre (ETDC)
The Centre provides sophisticated testing facilities for improvement in quality of electronics products manufactured by small and medium scale industry in the region. It has a well equipped laboratory with the latest test facilities and development tools for upgrading the quality and design of electronics products and instruments. This centre is regularly updating their technology in the area of electronics testing.
Punjab Venture Capital Fund
The state has also launched a Venture Capital Fund dedicated to I.T Industry with a corpus of Rs.20.00 crores. This has been funded jointly by PSIDC, Punjab Infotech, PFC and SIDBI. We are now in the process of funding a number of start ups.

Human Resource Development (Technical Skill Base)
To ensure the availability of high quality manpower in IT & ITES and Electronics industry, about 15,680 engineering graduates are generated annually from 50 Engineering Institutions in Punjab out of which about 9,065 are in the field of I.T, Computer Science & Engineering and Electronics. About 13,005 diploma level skilled manpower is generated from 51 polytechnics in Punjab out of which about 5,836 are in the field of IT, Computer Science & Engineering and Electronics. In addition to this, Punjab Infotech, through its CAL-C Franchise Centers spread over whole of Punjab generate over 1,500 IT trained manpower annually in the area of Software and Hardware.

IT & E-Governance Activities
  1. In the 9th Empowered Committee on Computerisation (ECC) chaired by the The Chief Secretary, Punjab, Punjab Infotech has been declared as the nodal agency for the procurement of IT products and services in order to ensure uniformity and standardisation in procurement of IT products and services for various departments and organisations of the State Government.  Department of IT, Government of Punjab vide letter No. DoIT/SSM(PP)Aug07/4773 dated: 21st Aug, 2007 had already issued the notification with reference to the above to all the departments of Government of Punjab.

  2. In order to carry out the role assigned to Punjab Infotech by it's Board and the Government of Punjab, the in-house capabilities has been built to provide consultancy/undertake IT/ITES/e-Governance projects for various Government Departments/Boards/Corporations/Agencies.  Punjab Infotech can undertaken the following e-governance projects for the departments:

2.1 Providing networking solutions including procurement, installation and support of hardware related to networking/ telecom/ communications etc.

2.2 Development of software, designing of web sites / portal and a turnkey solution for it’s uploading and maintenance.

2.3 Hosting / co-location of web servers, application servers, database servers and     e-mail server in stand alone of multi-tiered or clustered architecture basis.

2.4 Annual Maintenance contracts for computer hardware and software.

2.5 Designing of SLAs (Service Level Agreements) for the following:-

a.     Network services

b.     Systems

c.     Web / Internet services

    2.6 Providing IT enabled services in the following fields:-

    a.     Data entry

    b.     Conversion of data from paper to electronic format

    c.      Digital Image Processing & Digitization

  3. Core Infrastructure under NeGP :  DoIT and Punjab Infotech are in the process of establishing core-infrastructure under National e-Governance Plan (NeGP), essential for the delivery of e-Governance services to the citizens. These are at various stages of establishment.

IT Trained Manpower on Jobwork Basis

The Corporation is providing Manpower on Job work basis since 2002. As per the Policy for the Acquisition and Disposal of I.T. Resources of the Corporation, the Corporation maintains panels of IT trained manpower. This empanelment is done by following procedure:

1. Issuing of advertisement

2. Shortlisting of candidates as per qualification and experience required

3. Test/interview

4. Empanelment and assignment of work on merit as per requirements of the user departments.

At present over 150 IT trained assignees have been assigned work in different organisations and departments like Chief Minister Office, Punjab, Department of Finance, Punjab, Forest Department, Department of IT, Planning Department, Insurance Ombudsman etc.

The department/organizations which do not have existing in-house capabilities of selecting technically trained manpower or where the requirement is for a short period benefit from this system. The assignee also has an advantage as he/she remains on the panel and can be assigned work elsewhere on expiry of assignment.

The Corporation has achieved ISO 9001:2000 certification.
